it is pretty much ready to go. all that needs to be done is add minutes to the phone and then you can start to use it to make calls.

i found a replacement screen on ebay for about 12$.http://www.ebay.com/itm/Black-Replacement-Touch-Screen-Digitizer-Glass-For-Huawei-Ascend-Y-M866-C8655-/171181914657?pt=US_Cell_Phone_Replacement_Parts_Tools&hash=item27db3cba21 . As for the actual replacement depending on a persons capability they may be able to replace it themselves
