This is a very good carseat and somewhat heavy..it was given to me when i had my twins right alone 3 other carseats..the name of the carseat is "peg-perego primo viaggio latch system....

it was made in italy...

yes it is if they dont have a base i know because i ended up having to buy one for my son because the hospital's will not release the baby unless the car seat has a base

it's not illegal if it has a base the hospitals will not release the baby unless it has a base i know because i just had to buy one a yr ago for my son
