can it be resized?

It can be re-sized but the rhodium playing that protects the sterling silver in the area where it was heated will start to flake. You also run the risk of ruining the stone however rubies are second in line to the hardness of diamond so if a good jeweler than knew what they were doing done it, it might be okay. But to keep the ring from flaking the rest of the protective rhodium plating it has on it i would recommend re coating which can run anywhere from 50 to 150 dollars depending on the ring.
