Ok been looking at shoe clips & dress clips .
Its a dress clip shoe clips have a shorter shaft .
Dress clip most of them the shaft is as long as the clip.
The shaft is what the prongs are on.

Are you sure it isn't a shoe clip? The prongs are quite big and would cause holes in a dress. Not sure but it is a thought.

I looked and those prongs are sharp. Its said on internet those could be used as many things. You would have to be very careful if you did wear on a really nice dress. I put it on my shirt and it didn't cause a hole but I was very careful. I know a lot of them were worn on wedding days.

The picture makes the prongs look bigger than they are. They are little sharp
