The listing, ~DELIGHTFULLY UNIQUE~ VINTAGE TORTOISE/TURTLE BROOCH W/ FREE~MOVING LEGS AND TAIL has ended.

An extremely exquisite and rare vintage brooch, this turtle has moving legs, all four, and tail. The head used to move also, but over time and repetition the connection for the head wore and broke and the only feasible repair was to position it permanently.

My eyes aren't what they used to be, but I have not been able to find any markings. I can tell you it is silver tone shrouded in rhinestones with two prominent green stones representing the eyes. In all these years the silver tone has not tarnished or dulled anywhere on the piece. The last photo shows the underbelly of this item.
