The Russian alphabet uses (Cyrillic letters) different symbols from the Latin alphabet used in most Western countries.
"KON" is short for kopek (KONEEK), a monetary denomination.
There are 100 kopeks in a rouble (or ruble).

So, a kopek is like a penny. Thanks

It's like it - because it's 100th of the ruble.
But unlike it , too - because the dollar and the ruble have different values.

Also about that writing, though I don't know this particular stamp and it's hard to see it - I'll bet it says something that looks like : "noyta".

If so, that spells: "potchta" = postage.

The cancel is nicely placed (all on the stamps) so its postal history is there. You should be able to tell where and when it was used by the information on it. That's great.
