Vintage Halloween Whistle Black Cat. Marked on back USA

This is a cute piece to have for your halloween collection, but it does not work or I couldn't get it to work. It doesn't look broken, don't know why it doesn't work. Maybe someone that knows what they are doing can get it to work. It is about 5" long.
