This is a set of 2, NEW IN BOX, Hello Kitty Designer Collectibles. They are small 2.5" Plastic Mascot Figurines. This set features a Blue & Pink Soap Hello Kitty + A Yellow Rubber Ducky Hello Kitty. The theme would be bath time. This has never been opened, but it looks like their head & arms are posable or move. Great to sit and display in the office, bathroom or for children's play.

Do they have holes in the bottom where water can get in or are they just a solid plastic toy

Hello. Great question! No. They do not. They are solid plastic, which is a GOOD thing. I've been reading articles about how the holes on the bottom of toys are a breading ground for bacteria and making children sick.
