Originally came with a spring loaded launcher witch caused HASBRO to recall this figure. They changed his weapons in 1993z this one is the original figure and weapons excusing the spring launcher.

The arms aren't his, they're from 1991 Heavy Duty. Someone must have swapped them out. You were right about the recall, at least here you kept his gun.
