I use stamps.com.I guess in the end it costs what ever the mail says its going to.I am trying to be honest and the price will be printed on the label so the winner knows they pay only the correct price and no more then that

I believe that flat rate means if it fits it ships regardless of how much it weighs. But they also tack on a fee depending on where its going

No Flat rate cost the same no matter where in the US you send it. It is also cheaper if you pay for it online . There are regional rate boxes which have different rates depending on which region it's coming from and going to. Medium Flat rate is $11.30 for everyone if bought online. You say the ones in the first picture work, What about the ones with cords in the second picture? Are some of the tools good for carving or turning wood or are they mainly for leather working?

Some are for both

I use stamps.com also and it does chang by location for the flat rate box. I just had a similar situation I thought it was the same price but after putting in the correct address it changed by $10 from a California address to a Florida address.
