This is a Jew's Harp, (a.k.a. Juice Harp in the South)
Stamped Hand made in England
It is an ancient instrument once used in Europe and Asia. It is also used today in the south in country bands.

Play by placing aginst your teeth and plucking the thin wire to make various twanging pitches. Fun and easy to play and adds a kick to any music.
