A very interesting stamp—with a lot of history! Those numbers identify this stamp without the over-print. The over-print should change it from being classified as the Swiss stamp described, although it is printed on that Swiss stamp. It would be an issue of the "League of Nations", prior to issuing its own stamps, which were issued but may never have been used. The League was headquartered in Geneva, Switzerland (Helvetia). Various Swiss stamps were overprinted for Official use by the League of Nations (and by its subsidiary, the International Labor Bureau). The League of Nations adjourned Dec. 14, 1939 due to the raging war and was reconvened in April 1946, for the purpose of dissolving the organization; and, it was succeeded by the United Nations. (Therefore, it would not have seem to have had legal postal authority for use after 1946.) There should be specialized cataloging by Michel, Yvert et Teller, and/or Gibbons for these issues beyond that of the original stamp of the host country. For example, the Scott Standard Postage Stamp Catalogue list these as Swiss Official stamps and are designated with by number and letter, beginning with 2O. In checking further, I now believe this 1937 issue stamp is either Scott No. 2O47, or 2O47a (which had grilled gum).
