Generally, in dress making, a 22" waistline is considered petite (or small). Petite is defined as:
Bust 71 - 86cm (28" - 34")
Waist 56 - 74cm (22" - 29")
Hips 76 - 94cm (30" - 37")

I can't specify a size because it is handmade. I did measure the waistline at 22"
