it flashes the charging symbol then instantly reboots and keeps doing it over and over and over....so it depends on what you call turning on

yes this phone can be rooted....and it had root access at the time of it being dropped and quit working.....but i never got around to putting any kinda of firmware on it....just the stock firmware....thanks!

Have you tried dropping it again? I dropped my android and the screen stopped working so i dropped it again and back to normal again lol
