This is a 1976 Denver minted coin set in cello, with NO outer envelope.
If you look at the quarter closely on back, it has something on it, that it apparently picked up during the packaging at mint, because it is sealed in there and I have no idea what it has on it.
Also throwing in a 1971 Lincoln cent and 1981D Roosevelt dime.

I had gotten these in a lot sale (off another auction site) a few years ago, and thinning down what I'm not currently collecting.
