what exactly is this the starter deck or just a few cards?

There are no difference between the cards that were sold in the starter deck and the booster decks that you could purchase. The starter deck did contain 2 foil cards that you could only get with the starter set; 1 of Duke and 1 of Cobra Commander. There were 2 different series put out; the second being named Armored Strike. Same game, just new cards.
