This is a used RCA Digital TV converter Box with the remote. Remote has new batteries. I put them in to make sure it was the correct one. If you have a TV that is not digital but don't want to spend on a new TV yet, here is the option to watch digital TV without a huge price.

Yes, you can pick up local channels. It just changes the signal to digital so that the tv can pick it up. This is NOT an antennae. It is a converter box. If your tv is digital already, you don't need it. Hope that answers your questions. Thank you.
