It is from Belgium 10 centimes (it is exactly the same size and weight of an American penny and used prior to adoption of Euro currency. Used to see a lot of these back in the 1950's and early 1960's when parking meters took a penny because they were back then worth only a fraction of a penny and people used them to get really cheap parking costs. A penny back then would get 12 minutes on most parking meters--back before government discovered inflation as way to run up debt.
