This skirt is from no boundaries. It is a size 3 in juniors and comes right under the knee. i took a picture so you could see the ribbon that ties right below the waist.

Does this fit at the smallest part of the waist? Or is it meant to fit around the hips?

honestly I can not answer this! I WAS a size three before i had my last baby and since her I wear a size 9 so I can not even get it over my thighs to see how it fits (i tried very embarrassing)and I can not remember from the last time I wore it, I do not want to just guess and be wrong. but with the ribbon that is on it I had to guess I would guess it is worn between the belly button and the hips. this is just my opinion. I am sorry I was not much help.

the top of the skirt measures 14 inches across, that is with it laying flat from one side to the other, about an inch below the ribbon it measures 17 inches across and it is 22 inches long.
