This is what the box says...pply twice a day smoothing up and out...Target areas with the most creases....forehead, between eyebrows, under eyes, along crows feet and around mouth and nose.

Although I would highly recommend NOT Getting it IN your eye...LOL

Well I call it New because I am a Avon Rep. I had overstocked on this stuff cause I had a customer who swore by it. So when it was on sale I would order extras so I would always have it on hand for her. I am cleaning out my inventory and thought someone would like it. Because like you said its been discontinued. =)
