If you know the town a person is from you can google the zip code. For Las Vegas 89115 is one listed. Then if you go to http://postcalc.usps.gov/ and enter 89115 into the "From" box and your zip code into the "To" right near the top of the page you can get the postage rate. Of course knowing the weight and size of an item helps, but you can get a ballpark idea with the postal calculator.
This is an example:
I entered my zip code and 2lbs for the weight and via regular mail the cost would be 7.85
