This dress from Charlotte Russe is absolutely adorable!! It's strapless, mini-dress style, slightly stretchy, skirt over skirt. Size small. Bright, crisp colors in a splattered paint pattern. I simply adore this dress. Unfortunately, I'm not so well-endowed in the bosom...so, it's too big up top for me. :/ My loss, your gain...you lucky duck! Feel free to ask any questions!

Hmm...I'd say around mid thigh. But if it's too short, there is about 3 inches extra in the hem that could be brought down and re-hemmed. :)
