If howard bid 8550, it will only show you(the seller) the next bid increment(in this case, 499) but howard sees the maximum amount he has bid. Every time there is a bid, howard's bid will take it to the next increment until it passes his maximum amount of 8550.
In order for him to have won an auction immediately, he would have had to wait until you actually put a GIN amount on the auction and then he would have to click on the Get It Now button.
Howard jumped the gun by bidding before you added the GIN and now the auction has to run the full length of time you put it up for.

I read that once a amount is decided the seller enteres the gin and bidder matches the gin to complete the deal , I will keep watch.
