That's right. Those PP numbers are actually Scott's numbers for the illustration on the stamp.The Q numbers are for the stamp itself and IDs that exact stamp (including: color, ink type, press, printing, perforation, issue date, size, etc., etc.) to distinguish between stamps which otherwise have the same design.
