The manual also emphasizes the paradoxical and often counterintuitive nature of counterinsurgency operations: sometimes the more you protect your forces, the less secure you are; sometimes the more force you use, the less effective it is; sometimes doing nothing is the best reaction.

Actually the first counterinsurgency manuals were written and released during the Vietnam War. Vietnam was the first wide spread counterinsurgency battle we had fought even though the beginning of instruction to US military officers began during WWII. We studied the Germans counterinsurgency operations against French resistance.

While I was in Army ROTC in the early 90s, counterinsurgency was very much part of the curriculum.

You are correct, in that the average Enlisted soldier was not very versed on counterinsurgency ops and this manual has helped quite a bit. Its main purpose was to help guide Reserve and Guard units that had significantly less training.

The new version massively improved by General David Petraeus contains all the lessons learned during the last 20 years of counterinsurgency action going back to Bosnia.

No matter which release this one is, it's a must read for any military member or historian.
