These are Chapp's but don't know if they are Harley Davidson, but they are for Bikers. Hi, They are 28 inches inseam, or you can shorten them to 24 inches. I also put more photo's.

How small do they adjust too? What is the length of the outer edge of the seam?

40 but might can be smaller, it has 4 holes for bucklet, Not sure what you are asking about the outer of the seam, It's in my comments.

Sorry to sound so stupid, I have never owned a pair of chaps, I thought about bidding on these to wear to a rally, but I didn't want to risk them not fitting. I am 5'3 would these work for me?
