it means that the dress can either be sleeveless or one with sleeves the sleeves come with it the panels just make it easier to alter

Just to help you out Nicolette, if you want to get higher bids and people to take you seriously after the not sending comment it would be advised to get fully Verified, I just noticed that you had not done that yet and because of a couple bad experiences with members that were not fully verified I am leery of bidding, I am sure there are others like that and I would love to see you succeed at this.
