I do not know anything about it's history. However, I do know, via a google search that First class Stamps were only sold for 33 cents from January 10, 1999 to January 6, 2001. After that they increased to 34 cents each.
Would make a great gift for a stamp collector.
would be an awesome addition to a collection of postage memorabilia.
