The style is called a slave ring.
You usually put a leash to it and walk a perao around. It's sometimes used for a fetish for public humiliation, but most people only use the slave ring tongue rings for looks.

Fair warning- don't french kiss with a slave ring if the other person has a regular beaded tongue ring.
