This is a very unique item. At first glance it appears to be a hand painted garden trowel, however if you take a closer look it is actually a vintage measuring scoop (level full 1/4 Cup).The painting appears to be done in oil and is of very detailed elk, trees, bushes, and even a dead tree in a mountain meadow, the meadow is surrounded by snow capped mountains.
Unfortunately it does not appear to be signed.
