on it's just the one flag but for Military Special Operations they would use this flag on the left shoulder which would make the flag's Stars forward. Law enforcement would use this on the right side which would orientate the flag into it's non-military position.
We wore the US flag on the right side of Army uniforms (over our combat unit patch) with strips pointing backward, reverse of this one. Boy Scouts of America and law enforcement also wear the flag on the right shoulder, but with the flag facing like yours.
if your in Special Operations (i.e. 5th Group, SOAR,) and wish to be identified from both sides you use this on your left arm. That is why it's IR and not cloth.
