This appears to be some kind of souvenir bell that I guess could be commemorating one of the ships named "Franconia." I got it from an antique dealer for around $15 a few years ago when I needed a bell as a prop for a show; that's the best info I have for you about its possible age and actual cash value. I picked it because it's loud and didn't cost too much.
It's almost 6 inches tall and weighs 9 ounces. Inside the bell part it says "Made in England." The anchor on top of the bell has some kind of medallion thing on it that says "Franconia. There's also a little figure on the medallion that kind of looks like a stylized court jester with a monkey's tail.
It looks cool, has a loud but pleasant ring, and is in nice used condition.
