You can hear everything but the ones on a digital system, here thats only city police, I can hear fire, ambulance, state ect

It is a scanner. You cannot transmit with it only listen to the frequency

No need to mod, it has a dc powercord in box. You would just need a mobile antenna

What is the frequency it can go up to. I have been Uniden bearcat BC 700 a police scanner and it can go up to 950 MHz but it's only 800 MHz scanner

If you Google bct8 scanner it will come up with all the different frequency bands that it will cover.
