Item is new with tag. Its new and only had as a collectible. Christmas themed, but it has a hard surface that the plush bear is sitting on. You basically pull the item back across the floor and set it loose to see it move. No batteries, just pull back and release on a hard surface flooring. Item measures about 5.5" including bottom part. I don't specifically know the year as the item tags don't say, but I'm guessing I purchased about 1-2 years ago. There is apparently a whole series of these items, but I only have the one bear. I don't recommend for small children just because of small moving parts.
