It is hard to tell because it is stretchyish. I wear a 38 1/2 and it fits fine with room to spare but in no way saggy. I hope this helps.

Since it is One Size. I think it will fit about most any size. Length would be the only consideration. I am 5'5" and it fall to my ankles.
