With all of the auctions for material the measurements are approximate but what i do is if there are "extra" sections on the material (shown in photos), i do not add those into the measurements, i just measure the largest area, so in those cases you get extra material.

Do you think this would cover a changing table pad?

I think the average size of a changing table pad is about 16" x 32" x 4" so i would assume it would cover one depending on how it was made. For me, if i were making one with this material, i would take the excess from the 40" length and add it to the 17" width OR i would just cut this material to cover the top of the pad then add a little of a second material around the edge to tuck under the pad.
