Questions & Comments

Does the longer adjustable part go under the belly the way most harnesses do? Or as the name suggests it goes across the shoulders? The reason I am asking is I am trying to find a comfortable harness to fit a mini dauchshound. It is difficult because of the breed's breast bone sticks out. I was thinking that if it did bot go under him it would work better.
