Do you think this would fit someone who wears a 16 in bottoms & XL in tops?

I know the top would be fine, I wear an XL or sometimes a 1X in tops and the top had plenty of room. The bottoms are cut pretty full and should work, the waistline will stretch to about 40". Thanks
