Philippines was a territory (not sure if this is the distinction it was called) at that time, I think.

This is a five cent from the territory of Philippines we were given the Islands after the end of WWII and then ave them there independence in 1946. it is the same as if you went to the British owned Bahamas they have the queen on their money.

JUST FOUND THIS INFO.

The minor coins (the half centavo, one centavo, and five centavos) were made of bronze and featured the figure of an adolescent male seated at an anvil and holding a hammer in his right hand. In the distance is seen the smoking volcano of Mt. Mayon. The statement of value appears in English, while the name of the colony is written below in Spanish (FILIPINAS).
