Women's Hi Lo skirt, originally from Rue 21. I altered it by adding the ruffle and making the waistband into a roll down style. It can be worn high or low waisted and it can also be worn with the low part to the back or over to the side. The wider waistband makes it more comfortable to wear and adds the benefit of also smoothing the tummy and hips. Size is medium but can stretch and fit up to a size 12.
