Oversized Magic cards are official Magic the Gathering cards that are twice the size of normal cards. They are not tournament legal, but are great collector items. They are used in promotions such as prereleases (like the Griselbrand card) and Commander decks (such as Oloro, Sydri, and Sharuum). Thank you for the question! The oversized cards r for commander that is the command zone

Yes, most of the oversized cards they have put out in recent years have been usable as commanders in EDH. Some of the earlier oversized cards were made for novelty's sake, like the oversized Juzam Djinn and Black Lotus.
