I've also been collecting coins for 30+years.... in 1990 the only silver proof set was the Prestige set, which came with an Eisenhower Dollar

The US Mint did not make a regular silver proof set in 1990. robhanks5661 is correct. Only the Prestige Set had any silver, and it was an Eisenhower Commemorative Silver Dollar- not to be confused with the 1971-78 Ike dollar!
