No, but it can be unlocked at any Metro dealer and you can get a different service plan. Unlocking is free there when you get another plan.

You can get a Page Cellular powered by Verizon wireless with unlimited talk, text, and data and keep your existing phone number for $39.95 a month; that's what I did with my new cellphone since it would've been too much of a hassle to remember everywhere I sent my number to and change all of them.

I don't buy contact phone plans since it's in every one of them where they can raise the monthly payment any time they want to. I had one company raise mine for $40.00 in one month before I cancelled that contract since I didn't know how high they would've eventually gone.

All cellphones come locked to whatever service plan is selling them. If you want to change plans you have to get them unlocked by somebody.
