Probably a dumb question, but is this a one time use dye, where it starts to lose potency after being opened? Or can it be used multiple times?

you can reuse the dye but not the bleach. iv used it before its pretty good

Does it say how long the color is supposed to last?

it really depends on how long you leave the dye on your hair. Like 15 mins should stay in a couple weeks and any longer like 30 mins I did stayed good color for a month. It will start to fade to a lighter color after a while to a lighter pink.

I've heard that you can reuse splat products after opened if you don't need to use the whole bottle of color at once. I have used half a bottle before and put lid back on and month or two later used other half bottle and it worked just the same as the first time. If that helps any, not a dumb ? a good one :)
