I'm not sure about that but it comes with a Manual and it's adjustable so I'm thinking it might be both but I be never take. It out of the box except for these pictures so I've never used it

It works I just got it from the company. I won it about 1 month ago and they sent me a one year warranty with it and you can also fill out a form and send it back for a new one if any problems.
