Technically the Republic of Congo is NOT an island state since it's actually an African country (although it does border on the Atlantic. However these type of stamps are generally "illegal" stamp, printed by someone that borrows that country's name and are NOT officially issued stamps. The Republic of Congo is a member of the UPU (Universal Postal Union), which is verified here:
