is this for toddler size 3?

The short answer is "yes." The difference between infant and toddler shoes is the size, for example: Size 1-3 are usually soft on the bottom because babies at this age aren't walking yet, and 4-6 is usually considered "toddler" size because shoes at this size are made to be walked on. These particular shoes, size 3, CAN be used for walking. Please see this link for more info:
