What do you mean by - Waist line closes at 19 inches ?
Does that mean you have to be less than a 19 inches around when you put a measure tape around your stomach ?

it is a total of 38 " inches with the coat open, so if you measure your waist all the way around it would have to be under 38" inches. 19" is with the coat closed, so you double it if your are measuring yoursellf completely around.

i would say no, it doesnt actually say anything on the tag, but it is wool based, and that is best dry cleaned not in the wash.
