This item is not new but can be used over & over. Its a plastic purse that has a metal frame in it to keep it from being flat. Very well constructed. The item is meant to use for giving money or whatever you can stash in it for that special someone. The bow is on top of a snap piece to fasten it shut. And the colored bells, are just that. Bells.
