My head is in the neighborhood of 21 inches, and it just barely slipped over, however I do have two additional pieces that are identical save for a fold in the ribbons I never ironed out :P That set I have worn on my legs as garters and was extremely comfortable. The no slip grip is completely in tact and didnt cause irritation as I have had with other pieces. I am digging it out of my stock box right now for the picture, so I can do a measure on it and post that as well :)
